General Summary: Responsible for managing the advocacy work that supports the mission of Western Energy Alliance, including the promotion of demand and the protection of supply.
- Manages the legislative, legal, and regulatory activities of the organization. Portfolio includes public lands, wildlife, tribal affairs, air, water, and other environmental issues. Monitors issues, analyzes policies, and determines appropriate response in conjunction with committees. Focuses almost exclusively on federal issues, but provides support on state issues upon request from state trades and members through the committee process.
- Leads a comprehensive regulatory strategy that includes developing robust, technical comments; coordinating with other trades and stakeholders to help them develop comments; reaching out to agencies to understand and influence policies and regulations; messaging about the issues; and when necessary, challenging overreaching regulation in federal court.
- Interfaces with and handles all policies relative to the Department of the Interior and the Environmental Protection Agency primarily, but other agencies as necessary such as the Department of Energy, NOAA, and Council on Environmental Quality.
- Interfaces with external stakeholders and engages with national, regional, and state trade associations to coordinate efforts and messaging.
- Develops and strengthens relations with policymakers, regional community leaders, and stakeholders relevant to the oil and gas industry in the West. The main stakeholders are: the federal government; Congress; state and county governments; state associations; tribes; agriculture, mining, timber and other industries that share our goals and challenges; trade associations; allied organizations such as Chambers of Commerce, energy, issue advocacy and other groups; academic institutions; and free-enterprise think tanks.
- Directs policy analysis and research, and develops messaging and policy content pieces for communication to external stakeholders. Provides regular communications to member companies about advocacy work.
- Undertakes studies on occasion to support advocacy goals and manages the contract work. Past examples include air emissions inventories, the Uinta Basin Ozone Study, Greater Sage-Grouse Conservation Study, Gaining Ground, and Western Water Study.
- Responsible for ensuring all government affairs committees, subcommittees, and task forces work properly to establish goals, positions, and strategies for policy issues.
